Robert A. Fleury, MD, DLFAPA
Medical Director
Robert A. Fleury, MD, DLFAPA received his medical training at Wake Forest University Medical School, having graduated in 1977. He then received training at the Eastern Maine Medical Center in family medicine. Following that he completed his training in psychiatry at the Dartmouth Medical School. Dr. Fleury is board certified in psychiatry and neurology. While at Dartmouth he authored medical school curriculum in the area of addictionology through a grant with the Kroc Foundation. He started his psychiatric practice in Pinehurst, North Carolina in 1982. In 1992, he was awarded the honor of Fellow in the American Psychiatric Association.
Dr. Fleury has focused his clinical career in psychiatry providing both inpatient and outpatient treatment to the adult population with a special interest in biological psychiatry, pharmacotherapy, dual diagnosis and chemical dependency treatment. He has maintained clinical affiliations with First Health of the Carolinas and Sandhills Regional Medical Center, and has been an Associate Professor of Psychiatry at the University of North Carolina Medical School.
As President and Medical Director of CBC, he has developed a multidisciplinary clinic model for the treatment of children, adults, couples and families. He has developed an integrated model of mental health professionals toward the goal of providing comprehensive services.
Dr. Fleury also has had an interest in administrative and organizational psychiatry. He is a founding member of the North Carolina Physicians Health and Effectiveness Program through the North Carolina Medical Society. He served on that board for ten years. He has also been involved in developing the Mid Carolina Physicians Organization in association with First Health of the Carolinas, and serves on its board. Further, he has served on the board of the Sandhills Community Care Network which is a regional service for the North Carolina Community Care Network. He currently is the psychiatric consultant to the Sandhills Network.
In 2005, Dr. Fleury expanded his medical director responsibilities through an integration of CBC with Saguaro Group, LLC. From 2005 to 2008, the clinic services expanded to ten counties in North Carolina. He has provided medical oversight towards the development of medical services throughout the system of care.

Robert A. Millet, MD, DFAPA
Assistant Medical Director
Dr. Millet received his Doctor of Medicine Degree from Louisiana State University School of Medicine in New Orleans in 1991. He completed his internship and residency in psychiatry at Duke University Medical Center in 1995. During the last year of his residency he served as Chief Resident in Psychiatry at the Durham VA Medical Center.
He is board certified in Psychiatry by the American Board of Psychiatry and Neurology and he is a Distinguished Fellow in the American Psychiatric Association. He is a member of both the American Psychiatric Association and the North Carolina Psychiatric Association. He is also a member of the American Society of Clinical Psychopharmacology. Dr. Millet is on the faculty of Duke University Medical Center as a Consulting Clinical Associate in the Department of Psychiatry and Behavioral Sciences.
Dr. Millet joined Carolina Behavioral Care in 2005 and is currently the Assistant Medical Director. He is responsible for the development of new clinical programs as well as the recruitment, education and career development of the clinical staff. Dr. Millet also serves as the Director of Clinical Research and is currently involved in clinical trials for depression, bipolar disorder and schizophrenia.
Dr. Millet divides his time between patient care, teaching, and clinical research. He has a special interest in the development of integrated systems of mental health care in community settings. Diagnostically he treats a wide range of adult mental health problems but has particular interest in difficult to treat depression, bipolar mania and depression, and long-acting therapies for the treatment of psychotic symptoms.

Edward S. Lueth, M.S.W.
Chief Operating Officer
Edward F. Lueth, M.S.W., joined Carolina Behavioral Care in 2008 as chief operating officer. A graduate of the UNC School of Social Work, he is retired from the Duke School of Medicine where he spent 21 years on the faculty in pediatric psychiatry. His primary administrative role was as the executive for the Durham Community Guidance Clinic, a community out-patient clinic and training center for the Duke Child psychiatry training program.
Mr. Lueth oversees the operation of eight CBC clinics as well as its corporate operation. He is particularly interested in the issue of financing mental health care and creating better and timelier access for patients from the general population. He also has primary responsibility in the areas of recruiting medical staff, business development, and strategic planning.
